He might still have the suits but just doesn't fight in them. The crew at the dam seem to be on a budget and suits are expensive to replace.

I figure he wears the suits when off-duty such as going into town for supplies. It still looks odd but he wouldn't attract as much attention as he would in full battle gear.

Of course, the armor probably has pockets for his wallet and the mints (assuming carrying them wasn't a habit he developed those six missing years) in addition to small weapons and stuff.
