A few times in the series (Promises, Promises and I think The day everything changed) the Committee is mentioned as having power of Providence.
Any other information is pure speculation at this point.

I speculate that they are not real, and are simply imaginary people that White uses to back himself up, and get away with things.

Seeing as they are only mentioned a few times this is possible. It could even be who was running Providence before white got bleached into the job.

Well, White is their 'poster boy', seeing as how he's the only person that's cured of all nanites. From what I got in 'Promises, Promises', the commitee used White in order to get funding and it worked.
WK seemed to always have a decent rank around Providence, anyway. The only thing that changed, is that he's not in the field anymore (not b/c he's getting bigger bucks, but simply b/c he can't). Six seems to have taken up the slack on that end. Which bring another theory to mind.
Though, it's not really a theory, since there are several things to show that this is truth. Anywho, WK is in charge of Providence (or, at least, the HQ base; The Commitee may be at the UN or something, which does make sense). I think Six is the second in command. So, if something does go down with White and he ends up eaten by his cow-lady friend dead, then Six would probably take over.
Though, even in the past, WK and Six were partners, but it was WK barking out orders to everyone, including Six. But, as we all know, Six isn't one to flaunt around his rank. He's the type of guy that tells you do something and he expects it done to perfection ten minutes ago or so help him God he will stuff a katana up your butt... Well, maybe not that bad, but he is strict. He's just... How do I say it?... I guess Six is shy, to basically put it XD. You guys get what I'm saying. He's stoic. That's a better way of putting it XD.

I took that comment as Providence's finacial backers/investors. Providence is a paramilitary operation and a private research institution from what I can tell thus far, so their funding must come from private (and maybe some government) sources. White alludes to this at the end of "Promises, Promises."

They may be just trying to fix the mess and TRY to continue with the original research. o.O Does that mean Fell was working on the nanites?

He seemed defeated at the end of 'Promises, Promises', but that was 5-ish years ago. He is sure to have some pent up rage going on. A man that has dabbled in that research AND wants revenge against a few of Providence's top brass, is a VERY bad mixture.
But who knows. He might be dead by now.

Well, what's his face was the type of person that was 'I'm right, you're wrong' eventhough Holiday WAS right and he was smart enough to see that. He didn't, cuz of pride and what not. I'd imagine he'd have some pent up rage mostly b/c he was showed up by his apprentice-helper-person and, as a result, fired from the biggest and badest organization running that type of research (and probably the only one that's doing it legally).
Oh and I'm still wondering if we're going to see any of these one time characters again and that includes the doctor man. I'll actually be surprised if someone pops up again.
