I believe they both involve the removal of nanites. That is what is implied by 'drain', and the wiki says that when Rex is curing he uses his own nanites to extract the infected nanites of the victim. But after Van kleiss drains nanites, the organism drained becomes petrified.
Why do you think this is?

I hate to make this parallel but maybe it'll show my point. In the books by Ann Rice the vampires cannot drink the last drop of blood from their victims or they'll...I believe they petrify(someone double check that for me). Maybe the same holds true of the EVOs. Rex only removes the infected nanites leaving behind the dormant uninfected ones- whereas VK takes all of the nanites. Maybe it's when he removes that last one that the victims life force can't be sustained so they enter that catatonic state and petrify.

Delving further into this, would Shadowcat, the only known being to have escaped this kind of petrification by means of concentration, have nothing to be cured? He supposedly has no nanites left, but remains mutated.

See, Shadowcat I can't figure out. We know that Van Kleiss takes the nanites- he may not take them all like I had speculated.
We know that Rex takes the infected nanites because he has to offload the excess nanites. Hm...you bring up a good point HoaMura...I shall ponder on this more...*ponders*

One removes the machines causing the trouble and the other is ment to cure the evo.

Has it ever been clarified or said that Rex's ability to Cure is permanent?
What does he do exactly when he cure's them? Does he stabilize the programming of the Nanites (because he is the only one who's nanites have complete programming). Does he deprogram them? It would seem a bit useless to extract all nanites from a person because they infect everything on the earth (unless they are deliberately removed from something). It's in the air they breathe, food they eat, water they drink. Even Ben when he entered the world had residual nanites in him.
So even if Rex took out all the nanites from a person, they would immediately be reinfected.
My guess is he extracts most of the nanites in a person (because an EVO mutation creates/multiplies the nanites) and deactivates the remaining ones, making it less likely for them to go EVO again as they are reinfected in smaller doses through residual exposure.
Also, I have a theory that since nanites have been in humans so long (and were specifically designed to reside and alter bodies), the human body has become dependent/ or in a symbiotic relationship with the nanites. Draining/ extracting them all forcefully like VK does is essentially like removing the cells and functions in a body.
In the last episode when Rex has control over all the nanites he doesn't remove them from people, he only deactivates them permanently. Perhaps because its what he's been doing this whole time, or because it's the only way that it can be done without killing everybody.
