That seems to be where ever Rex always goes when he's hanging with Noah\not at Providence. Some of the background people appear in other episodes too. That old lady for example? Was in "Rampage". Evo Noah WALKED\RAN to the city, and it took him less then an hour, less then half an hour even. Providence HQ HAS to be somewhere around there.

While evo's can get pretty fast, I'd say (from watching him lead Rex around) his maximum speed was about 20-30 miles an hour.
