OK. UPDATE.

As of "Phantom of the Soap Opera" It has been confirmed that Noah has parents. We still don't know WHERE he lives (what city, state ect) but it's highly theorized to be in New york. Where ever it is, it has a fancy prep school and a movie studio.

All in all, Noah appears to be very well off financial wise, at LEAST upper-middle class. Lack of parent screen time suggests that either MoA is doing what they did in Ben10 (the parents are not main characters or even supporting thus do not get screen time) or they are too busy working to care that their son fights evo's every now and then.
